THIS IS THE NEW STADIUM COMPLEX IN ORCHARD PARK.

BUFFALO BILLS STADIUM AGREEMENT.

MOTION MADE BY LEGISLATOR GILMOUR.

SECONDED BY LEGISLATOR JOHNSON.

ALL IN FAVOR? AYE. ANY OPPOSED? THE MOTION CARRIES. THE ITEM IS NOW BEFORE THE LEGISLATURE.

MR. GILMOUR? THANK YOU.

MOVE TO APPROVE COMMUNICATION 7-8.

SECOND. OKAY.

THERE'S BEEN A MOTION TO APPROVE THE ITEM MADE BY LEGISLATOR GILMOUR.

IT'S BEEN SECONDED BY LEGISLATOR JOHNSON ON THE QUESTION.

READY. OKAY.

WE WILL ENTERTAIN A ROLL CALL VOTE.

MR. CLERK, PLEASE.

MOTION TO APPROVE LEGISLATOR GREENE.

EXPLAIN MY VOTE. I'M PROUD TO SUPPORT THE ITEM THAT IS BEFORE THIS BODY, AND I AM PROUD OF THIS HONORABLE BODY.

UM. WE TOOK OUR TIME GETTING HERE FOR A REASON, BECAUSE THIS ITEM IS A VERY IMPORTANT ITEM.

IT IS AN ITEM THAT ONLY COMES ALONG SOMETIMES ONCE IN A GENERATION, AND IT IS AN ITEM THAT DEFINITELY IS GOING TO CHANGE THE TRAJECTORY OF OUR COUNTY.

I'M PROUD THAT THIS DOCUMENT INCLUDES 20% OF OUR WORKFORCE, BE WOMEN AND MINORITY RESIDENTS FROM ERIE COUNTY.

I'M PROUD OF THE $100 MILLION COMMUNITY INVESTMENT AFFILIATED WITH THE COMMUNITY INVESTMENT COMMUNITY BENEFITS AGREEMENT.

I'M PROUD TO HAVE WORKED WITH OUR LOCAL LABOR UNIONS AND THAT WE ARE GOING TO SEE THAT WOMEN AND MINORITIES THAT COME OUT OF OUR LOCAL UNION HALLS ARE GOING TO BE PRIORITIZED WITH GOING TO THE WORKSITE.

I'M PROUD OF THE 30% INCLUSION OF MINORITY AND WOMEN OWNED SERVICES, RETAILERS AND CONCESSION OWNERS THAT WILL BE INCLUDED.

AND I'M EQUALLY PROUD OF THIS OF THE SPORTS ADMINISTRATIVE AND CAREERS PROGRAM THAT IS AFFILIATED WITH THIS AGREEMENT.

AS A REPRESENTATIVE MR CLARK OF A DISTRICT WHERE THERE ARE A LOT OF YOUNG MEN AND WOMEN WHO LIKE TO ENTER INTO CAREERS IN SPORTS, BEING EXPOSED TO OPPORTUNITIES IN THE ADMINISTRATIVE AND PROFESSIONAL FIELD OF SPORTS IS ALSO AFFILIATED WITH THIS.

WE'VE HAD OVER THE LAST YEAR AND A HALF PUBLIC HEARINGS, NOT JUST HERE IN THIS BODY, BUT ACROSS THE COUNTY.

WE HAVE HAD ROBUST DISCUSSION.

WE PASSED A RESOLUTION THAT ASKED US TO WAIT 30 DAYS TO DELIBERATE AND LOOK AT THESE DOCUMENTS INTENTIONALLY.

WE DID A LOT OF WORK.

AND I'M PROUD THAT WE ARE HERE TODAY.

AND SO IT IS WITH PRIDE THAT I VOTE YES ON THE DOCUMENT BEFORE US.

THANK YOU, MR. CLERK.

YES, LET ME EXPLAIN MY VOTE.

I WILL ALSO BE VOTING YES ON THIS BUDGET BUDGET NEGOTIATION.

YOU KNOW, IT LOCKS THE BILL, BILLS IN FOR THE NEXT 30 YEARS.

YOU KNOW, I COULDN'T I COULDN'T IMAGINE THE BILLS NOT BEING HERE.

SO THAT'S ONE ONE THING.

THE COUNTY WILL BE OUT OF THE STADIUM BUSINESS, THAT $7 MILLION SUBSIDY THAT WAS GIVEN THAT'S THAT'S GONE.

SO THAT'S YOU KNOW, A PLUS FOR THE COUNTY.

AND ALSO WE HAVE A BINDING CBA, A CBA THAT'S BINDING BY CONTRACT SO THAT IF THE BILLS OR ANYONE WHO OWNS THE TEAM THOUGHT THEY COULD DEFAULT OR YOU CAN'T BECAUSE IT'S BINDING TO CONTRACT THIS CBA WILL BE BENEFICIAL TO TO ALL RESIDENTS OF ERIE COUNTY, BUT PARTICULARLY MY DISTRICT WHERE, YOU KNOW, THE WHISPER OF THE BILLS FOR YEARS

[00:05:10]

KEPT IT, KEPT THE COMMUNITY AND KEPT THE DISTRICT IN A CONDITION THAT IT SAID SO.

BUT BECAUSE OF THESE THINGS NOW THAT WILL BE THAT WE HAVE BEFORE US THAT WILL HELP HELP ALL OF ERIE COUNTY RESIDENTS AND PARTICULARLY MY DISTRICT.

I WON'T BE VOTING. YES. THANK YOU.

THANK YOU.

YES. YES.

OKAY. THE ITEM IS APPROVED.

THE MOTION CARRIES.

UM, CONTINUING ON WITH OUR AGENDA COMMUNICATIONS FROM ELECTED OFFICIALS, COMMUNICATION 9-1 AS INDICATED, COMMUNICATIONS

AMEN. I'LL ENTERTAIN A MOTION TO ADJOURN.
