FIRST OF ALL, BEFORE WE EVEN GET STARTED ON THAT, I DO THINK IT IS A BASIC RIGHT FOR EVERYBODY IN ERIE COUNTY, REGARDLESS OF WHATEVER LANGUAGE BARRIERS THEY MIGHT HAVE TO HAVE ACCESS TO THE DIFFERENT DEPARTMENTS. HOWEVER, LAST WEEK AS WE DEBATED THIS IN COMMITTEE, WE WERE INSULTED AND TOLD THAT WE WERE IN OPPOSITION FOR NOTHING MORE THAN BEING IN OPPOSITION THAT WE WERE IN NO, FOR THE SAKE OF BEING KNOWN. THAT WAS AS FAR FROM THE TRUTH AS IT COULD BE, BECAUSE THE REALITY IS THAT WHEN THE FIRST ITERATION OF THIS BILL CAME THROUGH, WE STATED THAT WE WERE IN OPPOSITION BECAUSE WE DIDN'T KNOW WHAT THE FINANCIAL IMPACT WAS GOING TO BE TO ERIE COUNTY AND THEN WHEN WE DISCUSSED THAT LAST WEEK, WE WERE THEN TOLD THAT THE FINANCIAL IMPACT WOULD BE DETERMINED AFTER THE LAW WAS PASSED, AFTER A SIX MONTH OR FIVE MONTH ANALYSIS WAS TAKING PLACE. THOSE THINGS NEED TO HAPPEN BEFORE THE LAW IS PASSED IN ORDER TO MOVE IT FORWARD, TO UNDERSTAND THE FINANCIAL IMPACT. IT'S KIND OF REMINISCENT OF WHEN NANCY PELOSI FAMOUSLY SAID, ON THE FLOOR, WE CAN FIND OUT WHAT'S IN THE BILL AFTER WE PASS THE BILL. IT'S PUTTING THE CART BEFORE THE HORSE TO UNDERSTAND WHAT THE FINANCIAL IMPACT IS. UNTIL WE HAVE AN IDEA WHETHER THIS IS GOING TO COST THE TAXPAYERS OF ERIE COUNTY $10,000 OR $20 MILLION, AND IT WILL BE SOMEWHERE IN BETWEEN. BUT WE WON'T KNOW THAT UNLESS WE ACTUALLY HAVE A DISCUSSION. LAST TIME I ASKED FOR IT TO GO INTO A COMMITTEE AND HAVE A DISCUSSION AND EVERYBODY ON THE DEMOCRAT SIDE VOTED TO EVEN HAVE A DISCUSSION, THAT PIECE STILL HAS NOT BEEN ADDRESSED AND FOR THAT REASON, MY ANSWER IS NO. LEGISLATOR LORIGO EXPLAIN MY VOTE. I WANT TO ECHO A LOT OF WHAT LEGISLATOR GREENE JUST SAID. FIRST AND FOREMOST, I THINK IT'S IMPORTANT THAT ALL ERIE COUNTY RESIDENTS HAVE ACCESS TO THE SAME SERVICES, REGARDLESS OF THEIR LANGUAGE. CURRENTLY, MOST ERIE COUNTY DEPARTMENTS UNDER OUR APPLICABLE UNDER THE STATE AND FEDERAL LANGUAGE LAWS, WHICH IS ONE OF THE MANY ISSUES WITH THIS LAW. UNDER SECTION SIX, THE DEPARTMENTS LIKE HEALTH, SOCIAL SERVICES AND MENTAL HEALTH, SENIOR HEALTH, SENIOR SERVICES WOULD ALL BE EXEMPT FROM THE APPLICABILITY OF THIS LAW. SECONDLY, A VERY SIMILAR LAW, ACTUALLY VIRTUALLY THE EXACT SAME LAW WAS PASSED IN NASSAU COUNTY AND THERE'S DATA THAT SHOWS THAT IT WAS INEFFECTIVE. FINALLY, I UNFORTUNATELY THIS LAW I THINK IT IS LEGISLATION BY PRESS RELEASE THAT DOESN'T ACTUALLY ADDRESS THE PROBLEMS THAT EXIST, THE PROBLEMS THAT THE PUBLIC CAME AND VOICED AT THE PUBLIC HEARING ABOUT THE DEPARTMENTS THAT THEY'RE MOST CONCERNED WITH. IT'S VERY CONCERNING ABOUT THE FACT THAT WE SUFFER AS A COUNTY SO MUCH FROM THE UNFUNDED MANDATES THAT COME FROM THE STATE THAT WE'RE LOOKING TO PUT MORE ON THIS DEPARTMENT. THIS IS THE CART BEFORE THE HORSE. WE CAN'T PUT ON OUR COMMISSIONERS. YOU KNOW, SOMETHING THAT WE DON'T EVEN KNOW WHAT IT LOOKS LIKE, WHAT IT WOULD COST FOR THEM TO IMPLEMENT. WHAT? WE'RE JUST CREATING ANOTHER COMMISSION, MUCH LIKE THE CVA, WHERE WE'RE GIVING ALL OF OUR POWER TO THIS COMMISSION. THAT DOESN'T ACTUALLY RESULT IN THE ACTIONS THAT WE'RE LOOKING FOR. UNFORTUNATELY, AS A WHOLE, THIS IS INEFFECTIVE. AND MY VOTE IS NO LEGISLATOR MILLS. I JUST WANT TO ECHO MY THOUGHT TO SAY YOU'RE JUST, YOU KNOW, I HAVE TO KNOW WHAT THE NUMBERS ARE, AND I HAVE TO KNOW IF THIS IS GOING TO BE SUCCESSFUL. ON HEALTH ISSUES AND HOSPITALS, LANGUAGE ACCESS FULLY. THIS LAW TARGETS THE THINGS, THE POSITIVE THINGS PEOPLE CAN DO BUYING A HOUSE, TAKING YOUR BUSINESS TO THE NEXT LEVEL, DOING THINGS THAT WILL BRING PEOPLE UP TO MAKE THEM MORE ABLE TO SUPPORT THEMSELVES AND THEIR FAMILIES. SO IT IS REALLY IMPORTANT IN THE DEPARTMENTS LIKE THE CLERK'S OFFICE DEPARTMENTS LIKE PEOPLE DOING THINGS WITH BUSINESS IN THE COUNTY. SO THOSE ARE THE THINGS TO MAKE IT SO THAT PEOPLE CAN PARTICIPATE MORE FULLY IN A POSITIVE WAY, NOT JUST MERELY PROTECTING PEOPLE WHO NEED LANGUAGE IN ORDER TO ACCESS SERVICES, BUT TO BE ABLE TO DO THE THINGS TO TRANSFER PROPERTY, TO DO OTHER THINGS, TO FILE FORMS FOR BUSINESSES, TO FILE FORMS, FOR THE HEALTH DEPARTMENT, FOR BUSINESSES. THOSE ARE THE THINGS THAT THIS WILL HAVE AND MAKE IT NOT IN MUCH OF AN EXPENSE. THE OTHER THING, AS FAR AS THE EXPENSE, IT SETS UP THAT EACH OF THE PEOPLE, EACH OF THE DEPARTMENTS IS GOING TO TELL US WHAT IS THE COST THAT THEY'RE PREDICTING, AND THEN WE HAVE A RIGHT TO VOTE OR NOT VOTE ON A LINE ITEM BASIS TO SEE IF WE AGREE WITH THEIR DETERMINATION THAT THIS IS A VITAL SERVICE. SO FOR THOSE REASONS, I THINK IT'S AN IMPORTANT PIECE OF LEGISLATION TO HELP MAKE PEOPLE IMPROVE OUR AREA AND TO PROVIDE THEM THE SAME OPPORTUNITIES FOR SOMEONE WHO'S TRYING TO SELL A HOUSE, BUY A HOUSE, START A BUSINESS, MOVE UP A BUSINESS AS POVERTY PROGRAMS ARE ALREADY PROTECTING.
