FOR THOSE WHO PAID ATTENTION IN THE LAST FEW YEARS WHENEVER I HAVE AN OPPORTUNITY TO DO A CITIZEN OF THE MONTH, THERE'S LOTS OF DIFFERENT ACHIEVEMENTS, WHETHER IT'S IN THE ATHLETIC FIELD BUSINESS WORLD.

I ALWAYS LOOK FOR PEOPLE WHO GO OUT OF THEIR WAY TO MAKE OTHER PEOPLE'S LIVES BETTER.

I'VE ALWAYS BEEN INVOLVED WITH VARIOUS ORGANIZATIONS AND VOLUNTEERED MY TIME.

OVER THE LAST 20 YEARS, I'VE WATCHED VOLUNTEERISM GO DOWN, NOT JUST IN ERIE COUNTY, BUT ACROSS THE UNITED STATES.

PEOPLE ARE BUSY.

THEY HAVE THEIR OWN FAMILIES, TYPICALLY TWO INCOME HOUSEHOLDS, AND THEY DON'T HAVE NECESSARILY THE TIME TO TAKE CARE OF THEIR FELLOW HUMANS AND THEIR FELLOW CITIZENS, WHICH IS WHY IT'S IMPORTANT THAT WE CONTINUE TO ENCOURAGE THIS TYPE OF ACTIONS, AND HERE ARE A COUPLE OF WOMEN WHO TOOK CIRCUMSTANCES IN THEIR OWN LIVES AND WERE ABLE TO START A NONPROFIT ORGANIZATION TO HELP INDIVIDUALS WHO ARE GOING THROUGH LONG TERM ILLNESSES AND HOW TO COPE WITH THAT, AND THEY CAN APPLY WHAT THEY LEARN TO HELP OTHERS.

SO THEY'LL PLAY A VIDEO HERE IN A SECOND THAT KIND OF DOES A BETTER JOB EXPLAINING IT, AND THEN I'LL READ THE PROCLAMATION IF YOU COULD.

THANK YOU SO MUCH. THE MISSION OF HOPE IS TO OFFER COMFORT, LOVE AND SUPPORT TO BOTH CAREGIVERS AND PATIENTS WHEN THEY'RE DIAGNOSED WITH

A SERIOUS MEDICAL ILLNESS.

BACK IN 2018, MY SON WAS DIAGNOSED WITH A BRAIN TUMOR, AND I CALLED COLLEEN BECAUSE I KNEW THAT SHE HAD INTIMATE AWARENESS OF HOW TO CARE FOR A CHILD WITH A CHRONIC ILLNESS.

SHE SHOWED UP AT THE HOSPITAL WITH A TOTE, AND INSIDE THE TOTE WAS A MEDICAL BINDER TO ORGANIZE THOMAS'S CARE PLAN, AND IT HAD A BLANKET FOR ME AND SLIPPERS FOR ME, KNOWING THAT I WAS GOING TO BE IN THOSE COLD WAITING ROOMS ALONG WITH THOMAS.

FAST FORWARD A COUPLE OF YEARS LATER.

MY FRIEND, HER DAUGHTER, WAS DIAGNOSED WITH CANCER.

I KNEW EXACTLY WHAT SHE NEEDED.

I COMPILED A HOPE TOTE MEDICAL BINDER, ALL OF THAT, AND SHIPPED IT OFF, AND I CALLED COLLEEN AND SHE HAD BEEN MAKING TOTES FOR A BUNCH OF HER.

YOU'RE KIDDING ME. I'M MAKING ONE RIGHT NOW, AND I SAID, THIS SETS MY HEART ON FIRE.

I SAID, WE HAVE GOT TO DO THIS.

THERE'S A NEED HERE.

OFF IT WENT TO CREATE THE [INAUDIBLE] THINK CAREGIVERS IN GENERAL NEED MORE SUPPORT BECAUSE WHEN YOUR LOVED ONE IS DIAGNOSED WITH SOMETHING, YOUR ONLY FOCUS IS TO CARE FOR THEM AND HEAL THEM AND MAKE THEM FEEL BETTER.

SO THAT'S WHAT WE FEEL LIKE.

WE CAN STEP IN AND WE'RE HOLDING UP THOSE CAREGIVERS.

WE'RE SAYING, HERE, TAKE THIS TAKE.

IT'S JUST GOING TO MAKE EVERYTHING ELSE GIVES YOU A LITTLE STRENGTH TO GO ON THE NEXT DAY AND GIVE YOUR ENERGY TO THE PERSON YOU LOVE.

IT WAS JUST A BLESSING TO GIVE BACK AND USE THIS VEHICLE TO HEAL OUR OWN HEARTS AND ALSO GIVE BACK TO A COMMUNITY THAT WRAPPED US UP WHEN WE WERE GOING THROUGH THE SAME THINGS.

SO WHAT STARTED OUT AS JUST ONE FRIEND HELPING ANOTHER HAS TURNED IN TO AN OUTSTANDING ORGANIZATION OF HELPING PEOPLE THAT THEY DON'T KNOW GET THROUGH WHAT INEVITABLY WILL BE THE MOST DIFFICULT TIMES OF THEIR LIFE.

PARTICULARLY, THEY GO BEYOND JUST CHILDREN WITH AN ILLNESS ANYBODY WITH A LONG TERM ILLNESS, BUT PARTICULARLY ALL OF US OUR PARENTS, WE CAN IMAGINE AND SYMPATHIZE WHAT ANYBODY GOES THROUGH WITH A SICK CHILD.

SO IF YOU DON'T MIND REAL QUICK, I'D LIKE TO JUST READ THE PROCLAMATION.

WHEREAS THERE CAN BE NO GREATER VIRTUE IN SOCIETY TODAY THAN THE ABILITY TO CARE FOR OTHERS AND PROVIDE RELIEF AND COMFORT TO THOSE WHO FIND THEMSELVES IN GREAT IN TIMES OF GREAT NEED, AND WHEREAS, AS THE FOUNDERS OF HOPE TOTES, CLARENCE RESIDENT COLLEEN MARCHETTA AND AMHERST RESIDENT AMY VELEZ ARE EXEMPLARS OF WHAT IT MEANS TO SHOW COMPASSION TO THEIR FELLOW MAN, AND WHEREAS, LIKE MANY WONDERFUL CAUSES AND IDEAS THAT ARE BORN OUT OF TRAGIC CIRCUMSTANCES AND SIGNIFICANT CHALLENGES, THE CONCEPT OF HOPE, TOTES AND ITS GROWTH OVER THE YEARS CAME AS A RESPONSE TO SERIOUS MEDICAL CONDITIONS FACED BY COLLEEN'S SON JACKSON AND AMY'S SON THOMAS, AND WHEREAS, TO PREPARE FOR THE DIFFICULT TASK OF ORGANIZING MEDICAL RECORDS, TREATMENT REGIMENS AND OTHER OUTCOMES AND SIDE EFFECTS, AS WELL AS TRAVEL AND LODGING TO VARIOUS HOSPITALS AND TREATMENT FACILITIES, COLLEEN AND AMY, THROUGH HOPE TOTES DEVELOPED AN EASY TO USE TOTE SYSTEM FOR ORGANIZING ALL OF THESE FUNCTIONS AND WHEREAS, RECOGNIZING THAT THERE IS A GREAT NEED TO PROVIDE PERSONAL COMFORT, A HOPE TOTE ALSO INCLUDES A BLANKET SLIPPERS ITEMS SPECIFIC TO THE PATIENT OR CAREGIVER'S NEEDS.

A HOPE JOURNAL AND A PERSONALIZED LETTER FROM COLLEEN AND AMY TO COMFORT AND ENCOURAGE THE RECIPIENT OF THEIR TOTE, AND WHEREAS, THE SIXTH LEGISLATIVE SIXTH DISTRICT, ERIE COUNTY AS A WHOLE AND THE GREATER WESTERN NEW YORK COMMUNITY ARE A BETTER, KINDER AND MORE LOVING PLACE TO LIVE BECAUSE OF COLLEEN AND AMY, COMMITMENT TO HOPE, TOTES AND ITS MISSION TO PROVIDE COMFORT AND LOVE FILLED WITH SUPPORT TO PATIENTS AND CAREGIVERS IN TIMES OF MEDICAL NEED.

NOW, THEREFORE, BE IT RESOLVED THAT THE ERIE COUNTY LEGISLATURE PAUSES IN ITS DELIBERATIONS TO RECOGNIZE COLLEEN MARCHETTA AND AMY VELEZ, FOUNDERS OF HOPE TOTES, AS THE ERIE COUNTY LEGISLATURE'S SIXTH DISTRICT CITIZEN OF THE MONTH FOR JUNE 2023, AND TO THANK THESE OUTSTANDING WOMEN FOR THEIR EXCEPTIONAL CONTRIBUTIONS TO OUR COMMUNITY.

OFTENTIMES YOU'RE JUST TAKING EVERYTHING YOU GET AND YOU'RE OVERWHELMED.

WHEN MY SON WAS DIAGNOSED WITH A RARE DISEASE, I HAD A BACKPACK FOR THREE YEARS THAT I JUST THREW PAPERS OUT OF BUSINESS CARDS FROM DOCTORS.

HE HAD SO MANY SPECIALISTS I HAD TO LEARN HOW TO GIVE HIM A CHEMOTHERAPY SHOT ON DAY ONE.

I REMEMBER RUNNING ALL OVER THE HOUSE LOOKING FOR THE PAPERS THAT GAVE THE DIRECTIONS BECAUSE I HAD TO HOLD MY TWO YEAR OLD DOWN AND GIVE HIM A SHOT AND THEN GET READY FOR THE AFTERMATH OF THOSE MEDICINES, AND THE LAST THING I'M THINKING ABOUT IS HOW I'M GOING TO STAY ORGANIZED OR THINK ABOUT MYSELF WHEN WE ARE RUSHING LAST MINUTE TO GO TO THE HOSPITAL AND IT'S UNEXPECTED AND THEN WE'RE THERE FOR A WEEK.

SO THAT'S SOME OF THE OTHER THINGS THAT WE KEEP IN THE TOTE, AND I'D LIKE TO JUST SHOW YOU , I HOPE THAT'S OKAY.

SO YOU CAN KIND OF SEE WHAT IT'S ABOUT.

SO THE WHOLE CONCEPT IS THAT A PATIENT OR A CAREGIVER WILL JUST ALWAYS HAVE THIS READY.

THEY'RE GOING TO A DOCTOR'S APPOINTMENT.

THEY'RE GIVEN INFORMATION.

THEY HAVE A MEDICAL BINDER WITH A THREE HOLE PUNCH IN THERE.

I DON'T KNOW IF YOU'VE EVER BEEN TO THE HOSPITAL, THE PAPERS, YOU GET A LOT OF PAPERS, BUT YOU HAVE TO FIND A HOLE PUNCH JUST TO PUT IT AWAY.

SO THIS JUST MAKES IT EASY TO PUT IT IN.

HIGHLIGHTERS, PENCILS, PENS WITH ERASERS, BINDERS TO KIND OF ORGANIZE THINGS, THINGS LIKE SIDE EFFECTS FROM MEDICATIONS, INSTRUCTIONS ON HOW TO USE THINGS.

OFTENTIMES WHEN YOU'RE DIAGNOSED WITH SOMETHING NEW, A LOT OF QUESTIONS COME UP AND YOU HAVE TO MAKE LISTS.

SO WHEN YOU GO TO YOUR DOCTOR'S APPOINTMENT, YOU CAN TALK TO THEM ABOUT THOSE THINGS.

THAT'S WHAT THE HOPE JOURNAL'S FOR; IT'S A PLACE TO KEEP ALL THAT.

WHEN YOU ARE IN THE HOSPITAL, WHETHER YOU ARE THE PATIENT OR CAREGIVER, YOU NEED YOU NEED TO BE COMFORTED.

SO THIS IS JUST A VERY COMFORTABLE BLANKET AND A PILLOW, JUST KIND OF A REMINDER TO LET THE PERSON KNOW THAT THEY'RE LOVED AND THOUGHT OF.

WE HAVE COLORING BOOKS IN HERE TO KIND OF JUST CALM YOU, WHETHER YOU'RE GETTING A CHEMOTHERAPY TREATMENT OR ANYTHING, JUST TO KIND OF BRING YOU PEACE DURING THAT TREATMENT AND WE HAVE THINGS LIKE HATS, SLIPPERS, SLIPPERS ARE A FUNNY THING BECAUSE I REMEMBER BEING IN THE HOSPITAL WITH MY SON AND I HOP IN AND OUT OF THE BED TO GET HIM THINGS HAPPENING OUT OF THE BED. HIS SNEAKERS HAD TO GO SOMEWHERE JUST TO HAVE SLIPPERS TO SCOOT AROUND THE HOSPITAL, ESPECIALLY WHEN YOU'RE THERE FOR AN ENTIRE WEEK.

VERY HELPFUL. SO JUST I THINK PEOPLE BEING GIVEN THIS GIFT.

WE'VE GOTTEN A LOT OF FEEDBACK, TOO, ABOUT IT, THAT IT'S SO EASY FOR THEM TO TAKE THIS TO THEIR CHEMOTHERAPY APPOINTMENTS, TO TAKE THIS TO THEIR CHILDREN'S MEDICAL APPOINTMENTS. WE'VE HAD IVF PATIENTS, WE'VE HAD DEMENTIA PATIENTS, AND THE CAREGIVER USES THIS WHEN CARING FOR THEM.

SO WE GET LOTS OF WONDERFUL NOTES AND WE KNOW THAT WE NEED TO KEEP DOING THIS.

SO WE'VE DONE 800 TOTES SO FAR.

WE'RE IN THE WORKS TO HAVE ANOTHER PACKING PARTY FOR ANOTHER COUPLE HUNDRED TOTES, SO WE'LL BE OVER A THOUSAND SOON, AND WE'RE JUST WE'RE JUST EXCITED.

IT FEELS IT FEELS GOOD TO GIVE BACK, AND I DON'T KNOW IF YOU WANT TO THROW ANYTHING ELSE IN THERE.

THERE'S NO WAY TO FORECLOSE ON BED TAXES AND OR TO SUE ON THEM AND SO THEREFORE, THAT THEY'RE IN EFFECT, AS SHE REFERRED TO IT, AS VOLUNTARY IN THE SENSE OF THAT WHEN THERE'S NO REMEDY TO DO IT, AND I'M NOT TRYING TO PUT WORDS IN YOUR MOUTH, BUT I'M TRYING TO SAY THIS HOW I RECALL IT, AND SO I DON'T THINK THAT IS SOMETHING THAT IN A RESOLUTION THAT WAS WITH NO CONSIDERATION AND NO COMMITTEE, WE CAN SAY THAT NOW BED TAX, LATE PAYMENTS ON BED TAX ARE FOR THESE PARTICULAR THREE PEOPLE ARE GOING TO RESULT IN FORECLOSURE.

SO I THINK THAT BEFORE WE GET INTO THE BUSINESS OF TARGETING INDIVIDUAL TAXPAYERS PUBLICLY IN THIS WAY, LIKE SHAMING THEM ALMOST IN THIS WAY, THAT I THINK THAT WE SHOULD AND SUGGESTING THAT THEY SHOULD HAVE THESE THREE TAXPAYERS SHOULD BE FORECLOSED ON AS OPPOSED TO BE IN THE NORMAL COURSE OF WAITING FOR WHEN THEY'RE BEYOND THREE YEARS.

SO EVEN THAT WE DON'T KNOW WHO THE OWNER IS, AND THEN HOW ARE WE GOING TO SAY THAT IT'S A RESPONSIBLE OWNER WHEN ALL WE KNOW FOR SURE IS THAT THEY PROVIDED A LEASE LAST YEAR AT A PROPOSAL WHICH SAYS THEY MUST KEEP IT OPEN FOR SO MANY A TIME, FOR SO LONG, AND THEN THEY SAID, WE CAN'T SELL IT TO YOU EITHER BECAUSE THERE'S A NEW TENANT, EITHER BECAUSE THE TENANT EXTENDED OR WHATEVER THE REASON THEY COULDN'T DELIVER, AND THAT TO ME IS AT LEAST THE SUGGESTION THAT THEY'RE NOT A RESPONSIBLE BIDDER.

IF THEY ALREADY TRIED TO OFFER A PROPOSAL AND THEN DIDN'T, AND THEN THEIR ANSWER IS LET'S GET A NEW PROPERTY ACROSS THE STREET, LET'S DOUBLE THE PRICE AND LET'S INCREASE THE ESCALATOR BY A THIRD, AND I THINK THAT IS SOMETHING THAT WE SHOULD BE TALKING ABOUT, AND NOT JUST BECAUSE IT'S THE SHERIFF ASKING OR JUST BECAUSE A PARTICULAR FAMILY IS ASKING.
