WE DON'T WANT IT TO STOP BECAUSE 2024 IS THE CUTOFF FOR, ARP FUNDING TO BE SPENT.
SO WHAT LEGISLATOR JOHNSON AND I ARE LOOKING TO DO IS TO AMEND THE CHARTER AND ALLOW FOR COUNTY GOVERNMENT TO BE ABLE TO CONTINUE TO SUPPORT AND FUND AND, BASICALLY MAKE SURE THAT AFFORDABLE HOUSING IS A FUNCTION THAT COUNTY GOVERNMENT CAN FUND.
MY UNDERSTANDING IS WE FUNDED IT IN THE BALANCED BUDGET AMENDMENT LAST YEAR.
I GUESS THAT WAS MAYBE TWO DIFFERENT POTS.
SO THAT'S WHAT I'M SAYING IS I THINK WE ALREADY HAVE THIS POWER.
I DON'T KNOW IF ANYBODY'S LIKE, I DON'T KNOW IF WE'VE TOUCHED BASE WITH THE COUNTY, THE COUNTY ATTORNEY, BUT IT SEEMS LIKE WE HAVE THIS POWER RIGHT NOW TO ALLOCATE MONEY IN THIS MANNER. NO, RIGHT NOW WE'VE BEEN ABLE TO DO IT BECAUSE WE HAVE.

AND SO WHAT WE'RE LOOKING TO DO, TO THE BEST OF MY KNOWLEDGE, IS, AM I CORRECT, JORDAN.
SO ESSENTIALLY ALL THE FUNDING PREVIOUS TO THIS WAS SOME FORM OF ARP AND FEDERAL FUNDING.

SO THE MONEY WAS NOT PART OF THE BALANCED BUDGETING LAST YEAR.
I'M NOT SURE EXACTLY WHAT I DON'T UNDERSTAND YOUR QUESTION.

SO WITH THIS LOCAL LAW WILL POTENTIALLY DO IS ALLOW THIS HONORABLE BODY TO BE ABLE TO SUPPORT COUNTY FUNDING AS WE SUPPORT AND SEE NEEDED TO BE ABLE TO ADDRESS THE HOUSING CRISIS THAT ALL OF OUR DISTRICTS ARE FACING.

AND ALL THIS LOCAL LAW IS DOING IS SAYING ERIE COUNTY, SHOULD IT DECIDE TO DO THAT, SHOULD WE DEVELOP ANOTHER PROGRAM SIMILAR TO WHAT WE HAVE? SHOULD ROCK COME TO US JUST SPECIFICALLY FOR FUNDING, SPECIFICALLY FOR AFFORDABLE HOUSING AND NOT POVERTY INITIATIVES THAT WE ARE ABLE TO BE ABLE TO GIVE FUNDING SPECIFICALLY TO AFFORDABLE HOUSING.
RIGHT NOW, THE COUNTY ATTORNEY'S OFFICE SAYS THAT IS AN AMBIGUITY.
THERE'S TOO MUCH AMBIGUITY AROUND IT.
AND SO WE JUST WANT CLEAR LANGUAGE THAT ALLOWS US TO ADDRESS THE ISSUE.
SO ANY FUNDING THAT MR. CERNEY AND HIS TEAM CURRENTLY GETS, DOES AND THERE IS NO PROGRAM, WE WOULD HAVE A CANVAS TO CONTINUE, ONE THAT CURRENTLY EXISTS. IF WE FIND THE FUNDING AND THE BUDGET OR CREATE OUR OWN AND ADDRESS THE HOUSING CRISES THAT WE HAVE.

THEY GO INTO EFFECT AS OF JANUARY, JULY 1ST AND SEPTEMBER 1ST OF 2024.
THE DEPARTMENTS ASSUMED THAT BY PUTTING THESE REQUESTS IN THE BUDGET, THEY WOULD BE EFFECTIVE AS OF JANUARY 1ST OF THIS YEAR, BECAUSE THAT'S WHEN THE ADOPTED BUDGET GOES INTO EFFECT.
